Because, whether you comprehend it or not, ' That Has Never Been How He Himself Operates '!

In fact, there is a very good reason that you can read The Following Very Clear Statement in both: The Old [ Joel 2:28-32 ] and New Testaments [ Acts 2:17-21 ]....

In Joel Chapter 2, speaking of The Latter Rain, it ( very clearly ) states:

" And, It Shall Come To Pass Afterward That I Will Pour Out My Spirit Upon All Flesh; both Your Sons and Your Daughters shall Prophesy; Your Old Men shall Dream Dreams, and Your Young Men shall See Visions. And, also, upon My Menservants and on My Maidservants - I Will Pour Out My Own Spirit In Those Days.
